Central Business District TDD
In 2002, the City of Creve Coeur received a request from area property owners to consider supporting the creation of a Transportation Development District (TDD) along Olive Boulevard within the city's Central Business District (CBD). The purpose of the TDD is to drive economic development in the city's CBD through an investment of approximately $5 million in transportation related improvements.
The Creve Coeur City Council adopted Resolution No. 541 approving the TDD concept in July 2003. Following eight months of additional planning and intensive public involvement, the Creve Coeur City Council approved the Olive Boulevard TDD in March 2004.
The district was established under the terms of the Transportation Development District Agreement. The agreement provides the framework for the governance of the district, requirements of the Developer, scope of work, financing and other aspects relating to the TDD.
Goals of the TDD
Goals of the Olive Boulevard TDD include:
- Improving traffic flow along Olive Boulevard and New Ballas Road
- Increasing access to area businesses
- Improving pedestrian lineages to retail, service and employment destinations along Olive Boulevard and New Ballas Road
- Improving aesthetics within the district, creating a more attractive and inviting commercial center
The Olive Boulevard Transportation District (TDD) Board has established a general schedule to meet the Tuesday after the second City Council meeting each month at 8:00 a.m. in the Council Chamber. Meeting times are subject to change.
Upcoming TDD Projects
Olive Boulevard Median
The TDD partnered with the Missouri Department of Transportation (MoDOT) to incorporate a decorative median alone parts of Olive Boulevard between North New Ballas Road and Craig Road. The new medians include decorative street lights and planter boxes to match the medians immediately west of North New Ballas Road. The median project was constructed during the summer and fall of 2015 along with MoDOT’s project to resurface Olive Boulevard.

North New Ballas Sidewalk Lighting
The TDD installed five decorative sidewalk lights along the west side of North New Ballas Road north of Studt Avenue. This project was designed in 2015 with construction in spring 2016.
