Unless the building inspector’s schedule permits otherwise, a maximum of one hour per day shall be allocated by the city for making these inspections. Please schedule accordingly.

Inspection sequence and approval (113.2.3)
No work shall be completed on any part of the building or structure beyond the point indicated in each successive inspection without first obtaining the written approval of the code official or his authorized representative. Written approval shall be given only after an inspection has been made of each successive step in the construction process and all code requirements have been met and corrections have been made. Reinforcing steel or structural framework of any part of a building or structure shall not be covered or concealed in any manner without first obtaining the approval of the code official. The code official, upon proper notification from the permit holder or his agent, in accordance with the rules of procedure posted in the office of the code official, and described on the permit placard, shall make the following inspections and shall either approve that portion or section of the construction as completed or shall notify the permit holder or his agent that he has failed to comply with the law. The minimum number or required inspections and the sequence in which they are to be requested and made are as follows:

Soil Inspection (113.2.3.1) A soil inspection shall be made after excavation for the building or structure is complete and trenches for footings, spread footings, column pads, grade beams, and other types of footings are crumbed, formed, have reinforcing steel tied in place, and are ready for concrete. A city-approved barrier shall be in place around the excavation until backfilling has occurred. No concrete shall be placed without this inspection.

Foundation Inspection (113.2.3.2) A foundation inspection shall be made after the top of the footing has been cleaned, the foundation forms have been properly set, the reinforcing steel has been cleaned, the foundation forms have been properly set, the reinforcing steel has been cleaned and tied in place, and the proper anchor bolts are onsite. A city-approved barrier shall be in place around the excavation until backfilling has occurred. No concrete shall be placed without this inspection. Pier Inspection (113.2.3.3) A pier inspection shall be made where special foundations such as drilled and poured-in-place concrete piers, caissons, driven piles of all types, and other extraordinary types are required. Additional pier inspections shall be made when the code official determines the size of the project warrants it. The code official may require a special inspector, as set forth in Section 1705.0 to make these inspections when deemed necessary by the code official. Reinforcing steel required in the above cases shall be placed to allow for adequate inspections. A city-approved barrier shall be placed around the excavation until backfilling has occurred. No concrete shall be placed without this inspection.

Framing Inspection (113.2.3.4) A framing inspection shall be made after the plumbing, mechanical, electrical, and fire rough-in inspections have been made and approved by those inspection departments and their dated approval signatures have been noted on the posted Record of Inspections; and after all masonry walls, fireplace chimneys and vents, and all framing; including the floor, wall, and roof structures, fire stopping, fire blocking, bracing, and sheathing are completed. No mechanical, electrical, plumbing, or framing systems shall be concealed before this inspection is made and approved by the code official.

Gypsum board and plaster (113.2.3.5) The following ceiling and wall gypsum board or plaster inspections shall be performed as specified:
- A lath inspection shall be made after all lathing (interior and exterior) is in place and before any plaster is applied.
- A gypsum board inspection shall be made after all gypsum board sheets are in place and properly fastened and before any joint compound is applied over joints and fasteners.

Mechanical Equipment Inspection (113.2.3.6) A final inspection shall be made of all duct work, venting, and heating and air-conditioning systems, exhaust devices and louvers, safety devices, and all other mechanical equipment under operational conditions.

Final Inspection (113.2.3.7) A final building inspection shall be made after the prior required inspections have been completed and the final mechanical, electrical, and plumbing inspections have been made and approved by those inspection departments; and, the final fire inspection has been made and approved by the appropriate fire district.

Supplemental Inspections (113.2.4) In addition to the required inspections set forth in Section 113.2.3, the code official may make other inspections which, in his judgment, are reasonably necessary to enforce this code. The code official shall have the authority to inspect any construction work to verify compliance with this code and to properly enforce the rules promulgated pursuant to this code. These inspections may include, but are not limited to, examinations to determine whether zoning requirements are being met and may include all other phases of building construction including forms, backfill, masonry, floors, floor slabs, and site grading.

Extra Inspections (113.2.5) In addition to the inspections otherwise required, the code official is authorized to perform extra inspections or re-inspections, which (in his judgment) are reasonably necessary due to non-compliance with the building code requirements, or work not ready or accessible for inspection when requested.

Duty to request a final inspection and obtain final approval (113.3.1) Upon completion of the work described in the permit application and on the approved construction documents, the permit holder shall request a final inspection and obtain final approval before any occupancy of the building or structure shall occur. Failure of the permit holder to request a final inspection and obtain final approval shall constitute a violation of the building code and shall subject the permit holder to penalties as set forth in Section 116.4.

Temporary Occupancy (118.2) Upon the request of the holder of a permit, a temporary certificate of occupancy shall be issued before the completion of the entire work covered by the permit, provided that such portion or portions shall be occupied safely prior to full completion of the structure without endangering life or public welfare. Any occupancy permitted to continue during the work shall be discontinued within 30 days after completion of the work unless a certificate of occupancy is issued by the code official. The temporary certificate of occupancy may be renewed, at the discretion of the building official, every 30 days for a fee of $30.00 each month until the final building inspection is approved.

Escrow Deposits
Escrow deposits are automatically refunded after the final inspection has been made and approved by the building inspector. There is no need for the contractor to call to request the refund, which are made twice a month.
