Olive Blvd. Transportation Development District (TDD)

The Olive Boulevard Transportation Development District (TDD) Board has established a general schedule to meet the second and fourth Tuesdays of the month at 8 a.m. in the Council Chamber. Meeting times are subject to change.

On August 13, 2007, the District approved Resolution No. 07-027 to approve the revised plans and specifications for that portion of the Transportation Project known as Reduced Scope Phase I and Minimum Scope Phase II, contingent upon the availability of sufficient funding. The City Council passed resolution No. 751 approving a plan of finance for the project.

Background

In 2002 the City of Creve Coeur received a request from area property owners to consider supporting the creation of a Transportation Development District (TDD) along Olive Boulevard within the city’s Central Business District (CBD). The purpose of the TDD is to drive economic development in the city’s CBD through an investment of approximately $5 million in transportation related improvements. The Creve Coeur City Council adopted Resolution No. 541 approving the TDD concept in July 2003. Following eight months of additional planning and intensive public involvement, the Creve Coeur City Council approved the Olive Boulevard Transportation Development District in March 2004.

The district was established under the terms of the "Transportation Development District Agreement ." The agreement provides the framework for the governance of the district, requirements of the Developer, scope of work, financing and other aspects relating to the TDD. Sections 2.4 to 2.7 describes property acquisition responsibilities, and specifies the conditions under which eminent domain can be used. The use of eminent domain is limited by the agreement to certain properties and only for the purpose of right of way acquisition. However, the agreement also acknowledges that circumstances surrounding a right-of-way acquisition could require acquisition of the remainder of the property as excess acquisition. Goals of the TDD include:

  • Improve traffic flow along Olive Boulevard and New Ballas Road
  • Increase access to area businesses
  • Improve pedestrian linkages to retail, service and employment destinations along Olive Boulevard and New Ballas Road
  • Improve aesthetics within the district, creating a more attractive and inviting commercial center.

In addition, the Olive Boulevard Transportation Development District will continue and build upon nearby major transportation and infrastructure improvement projects, such as the Olive/I-270 Interchange Reconstruction Project and the Olive Boulevard Sidewalk and Median Enhancement Project.

The TDD projects will be funded by a sales tax assessment of one-half (1/2) of one (1) percent on retail sales within the district. Once established, the TDD will fund a specific list of projects within the district.

Over $500,000 in additional projects are to be built and paid for by The Koman Group, owner of CityPlace, as developer of the TDD.

A TDD is a separate political subdivision of the State of Missouri, established to undertake a variety of transportation-related projects including street improvements, bridges, sidewalks and other related public improvements or infrastructure. Property owners within the District agree to impose an additional sales tax (up to 1%) in order to generate the revenue to pay for the proposed projects. Pursuant to state statute, the duration of the TDD may not exceed twenty years.

Only property owners who agree to participate in the district will be included in the TDD. The TDD will be administered by a board that is city controlled, with a provision that existing property owners and businesses would maintain some measure of control over the types of projects.
