Mayor and City Council
The City Council is the elected governing body of the City of Creve
Coeur, which enacts legislation and establishes citywide policies to
protect and promote the health, safety, and general welfare of the community.
The Mayor is elected at large for a three-year term. Council Members
are elected for two-year terms. Each of the four wards has two Council
Members, elected on a staggered basis. The members of the City Council
elect one member to serve as President of the City Council.

Elected
April 2003, Harold L. Dielmann
has been a Creve Coeur
resident his entire lifetime. He has served 19 years as former
Mayor.
During
his term as mayor of Creve Coeur from 1966-1985 (8 terms), Dielmann
led City Council activities; served on the Planning and Zoning
Commission; and functioned as City Administrator prior to the
position being created during his term as part of the Creve Coeur
Charter Commission.
During
his tenure, he created or participated in the following committees:
Creve Coeur/Chesterfield Historical Society; Parks & Recreation
Committee; Finance Committee; Stormwater Committee; Recycling
Committee, the 50th Anniversary Commission; Creve Coeur Area Cable
Commission (Chairman); Creve Coeur Charter Commission.
Mayor
Dielmann is retired and was previously with AT&T. He graduated
from Clayton High School and attended Washington University. His
family members include Pat Dielmann, wife; Susan Turner, daughter;
Andy Dielmann, son; Elizabeth Knowles, daughter; Sally Logan,
daughter; Carolyn Connolly, daughter; 12 grandchildren.
Dielmann
served as St. Louis County Transportation Commission Chairman
(15 yrs.), St. Louis County Municipal League President, and Missouri
Municipal League. He is president of the Creve Coeur Squires and
a Chamber of Commerce member. An active church member, he served
10 years on the board, five as president.

A resident of Creve Coeur for 24 years at 51 Tealwood, David Kreuter was elected to City Council in April 2006. He served on the council previously for ten years from 1993-2003.
He currently serves as the chairman of the Creve Coeur Eminent Domain Task Force. He has previously served with the following committees: Creve Coeur Days Committee, Finance Committee, Ethics Commission, Traffic Committee, Employee Pension Plan, Economic Development Commission, Parks & Recreation Committee, and Planning & Zoning Commission
An attorney, he is employed at Kreuter & Gordon, P.C. and holds a B.A. from the University of Notre Dame and a J.D. from Notre Dame Law School.
He and Linda have two children, Justin (26) and Alexis (22)
His community affiliations include being a member of St. Louis County Public Transportation Commission, arbitrator - NASD arbitration panel, former director and president of Kiwanis Club of Jennings, past director and president of the Universal Workshop, former Trustee and Treasurer for the Tealwood Subdivision.
He is currently a member of the Creve Coeur Squires, Our Lady of The Pillar Parish, and the Missouri and St. Louis Bar Associations.

Beth
Kistner resides at 3 Spoede Ridge
Lane and has lived in Creve Coeur for 10 years. Prior to being
elected as a Ward I Council Member April 2003, she served on the
Recycling & Environment Committee and the Creve Coeur 50th
Anniversary Celebration committee. After pursuing a B.A. in International
Relations at Tufts University, Medford, MA, Kistner gained 20
years experience in the telecommunications industry as a public
policy advocate and also served as a substitute teacher in the
Ladue and Clayton School Districts.
Kistner
currently serves as council liaison for the Recycling & Environment
Committee and Parks & Recreation Committee.
Her
family members include husband, Elkin Kistner, and 13-year old
triplets Maggie, Bill, and Charlie.
Kistner
has served as a Member of the North American Number Council (NANC),
federal advisory council on telecommunications issues. She has
been actively involved in the Ladue School District for the past
10 years, including serving as a member of the Spoede School and
Ladue Middle School parents organizations and as a representative
on the Ladue District Council. She also taught enrichment economics
and reading courses at Spoede School and was a troop leader for
Daisy/Brownie/Girl Scouts.

Elected to the City Council in April 2006, A. James (AJ) Wang has resided in Creve Coeur for 23 years at 544 Fairways Circle.
An attorney, Wang also serves as an adjunct professor at St. Louis University.
He studied at Washington University, St. Louis University, Illinois Institute of Technology, and Cambridge University earning his J.D., M.B.A., as well as a M.S. (Mechanical Engineering), M.S. (Petroleum Engineering), B.S.(Mechanical/Aerospace Engineering), Graduate Certificate in Artificial Intelligence, Graduate Certificate in Neural Networks, and Certificate in International Law.
He and his wife, Christine, have one daughter, Elizabeth (3).
Wang is active in pro-bono legal work for the underprivileged. He completed the Community Emergency Response Training (CERT) and was subdivision trustee president. He is an active volunteer at the Ladue Early Childhood and soccer/tennis camps for the handicapped. Wang’s memberships include Jaycees, Chamber of Commerce, Toastmasters, AIAA, SAFE, AILA, AILA, ABA, Tangorosa Dance Company, Tango Society of St. Louis, USTA, and ASME.

A resident of Creve Coeur for over 20 years Jill Schupp
was elected as a Ward II City Council member in April 2007.
Previously, Mrs. Schupp served as a Creve Coeur Planning and Zoning Commissioner for three years, helped author Creve Coeur's Pedestrian Land Use Plan, and co-chaired Creve Coeur's 50th Anniversary Soiree.
In the larger community, Mrs. Schupp was elected to the Ladue School District Board of Education for six years, serving two terms as its President; currently serves on the school district's Finance Advisory Committee; and has been active as a committee or board member for various groups and organizations with community service missions. These opportunities have proven to broaden her knowledge base and reinforce her collaborative style; have strengthened her leadership and decision-making skills; and furthered her passion to make a positive difference through public service.
Jill's background includes a Bachelor of Science from the University of Missouri, Columbia, as well as a lifetime reciprocal teaching certification. Jill worked as a teacher prior to developing her successful two-decade career in the field of advertising, working through the ranks and earning the position of Senior Vice President.
Mrs. Schupp and her husband, Mark, have been married for over 20 years and have lived in Creve Coeur throughout their marriage. They have two sons, Brandon,18 and Alex, 17 who attend public school in the Ladue School District.
Mrs. Schupp is looking forward to serving the City of Creve Coeur through its challenges and opportunities in a collaborative and positive way.

David Kassander
has served as a Ward 3 City Council Representative since April 2002.
He served as Council President in 2004-2005 and is currently the
council liaison to the Stormwater Committee. Previously, he served
as the council liaison to the Traffic Committee as well as the Parks
and Recreation Committee. Prior to being elected to City Council, he
served as a member of the Historic Preservation Committee.
Mr. Kassander formed and led a citizen initiative committee,
gathering over 1500 signatures to place an eminent domain referendum
on the ballot to amend the city charter. The charter amendment,
overwhelmingly approved in April 2007 with more than 87% of the
votes cast, now requires a supermajority of six out of eight Council
votes (previously only five council votes were required) to
authorize any eminent domain action.
In 2006, the Creve Coeur Olivette Chamber of Commerce recognized
him, along with Ward 4 representative Laura Bryant, as a Legislator
of the Year. Both were recognized for the work done on the issue of
residential and commercial property owner rights against the use of
eminent domain in Creve Coeur. The award also recognized Mr.
Kassander's efforts to keep residents and businesses informed on
issues with his bi-weekly e-mail newsletter and encouraging them to
take an active role in city issues.
Mr. Kassander has been involved in public service for over 29 years.
After retiring from his career as an Air Force Communications
Officer, he continued his service supporting the Department of
Defense as a Systems Engineer with a federally funded research and
development center.
Mr. Kassander earned his Master of Science degree in Systems
Management with a concentration in Information Systems from the
University of Southern California. He also holds a Bachelor of
Science degree in Communication Arts from the University of
Wisconsin at Madison.
David and his family live on Royal Valley Drive. He and his wife,
Jill, were married in 1978 and have three children. Aaron (23) is a
graduate of Webster University and a writer. Alex (20) attends the
University of Missouri in Saint Louis. Amy (17) is a senior at
Parkway North High School.

Currently City Council President, Robert Haddenhorst
was elected to council April
2003. Mr.
Haddenhorst currently serves as council liaison to the Finance
Committee and Police Committee.
Mr.
Haddenhorst has served as an alternate to the Board of
Adjustment,
member on the Economic Development Commission, and
Traffic Committee. He also served on the Comprehensive Plan Advisory
Committee.
Employed
at Cornerstone Financial Group for 28 years, he received his Bachelor
of Science in Business Administration from University of Missouri
- St. Louis.
Bob
and his wife, Cindy, have two children: Rob who is a junior at Xavier University and Meaghan who is a freshman
at Missouri State University.
Community
service has always played an important role in his life. Recently,
he have served in a leadership capacity with the following organizations:
President - St. Monica Parish Council; St. Monica School Board;
Creve Coeur Chamber; Chaminade Father’s Club; Independence
Center; Creve Coeur Squires; Elks Lodge #9.

Laura
Bryant was elected to the City Council in April 2001, after serving on the Creve Coeur Planning & Zoning Commission for four years. She was elected by her fellow Commissioners as Vice Chair of P&Z, and was appointed to the Citizen Advisory Comprehensive Land-Use Plan Committee.
Bryant first became involved in local government when she joined a neighborhood coalition in 1996 and helped organize a lawsuit to halt a massive office-and-apartment development project along North Mason Road. As a result of the citizen legal action, the city created Millennium Park on part of the disputed site. In addition, the City adopted a policy of posting signs whenever a property rezoning is requested and also recognized the Planning & Zoning Commission as the only body legally authorized by state statute to draft and adopt proper land-use plans in Creve Coeur.
In 2006, Bryant - along with Ward 3 Council Member David Kassander - received the joint "Legislator of the Year" award from the Creve Coeur-Olivette Chamber of Commerce for their work to halt the Olive Boulevard Transportation Development District's (TDD) efforts to use eminent domain against a local gas station owner.
Bryant also worked on a grassroots citizen initiative petition committee to amend the Creve Coeur City Charter concerning eminent domain. The charter amendment, which was approved in April 2007 with more than 87% of the votes cast, requires a supermajority of six out of eight Council votes to authorize eminent domain in the future. (The supermajority vote is a well-established provision under Missouri statutes. For example, when a rezoning application is being considered, 30% of the property owners within 185 feet of a parcel can initiate a protest petition to force a supermajority vote.)
In addition, Bryant, as a municipal official, currently serves on the National League of Cities' Finance and Intergovernmental Relations policy committee.
Bryant received a bachelor's degree in Journalism as well as Russian Area Studies from the University of Missouri-Columbia. As a public relations manager in the telecommunications industry for 16 years, she was responsible for speechwriting, media relations, Internet content development, advertising/marketing and public policy recommendations. Currently, she is a public relations manager for a St. Louis company.
Laura and her family reside on Hezel Lane. Her son, Eliot, 18, attends Parkway North High School, and her daughter, Ava, 14, attends Whitfield School.

Elected
to City Council November 2003, Jeanne Rhoades
has been a resident of Creve Coeur for 10
years, and currently resides at 12778 Mason Manor Drive.
In 2001 she was appointed to the ad hoc Citizen Advisory Committee
for the Comprehensive Land Use Plan, which was responsible for
reviewing proposed recommendations for future residential, commercial,
and public infrastructure development citywide.
She is employed by Perfusion Technologies, Inc., a professional
group providing advanced life support services at Missouri Baptist
Medical Center, primarily operating heart/lung machines for cardiac
surgery.
She is a Certified Clinical Perfusionist by the American Board
of Cardiovascular Perfusion. As Vice-Chair of the Missouri Advisory
Commission of Clinical Perfusionists, Board of Healing Arts, she
helped recently enact state licensure to ensure professional accountability
and high standards of patient care.
Ms. Rhoades holds a Bachelors of Science in Perfusion Technology
from University of Texas, Houston, Texas Heart Institute and attended
University of Missouri, Columbia.
Her family includes husband,
Bob, and children, Christina (15), Julie (13), Robby (9).
Ms. Rhoades led area residents to successfully oppose a high-density,
attached-home development at Mason / Mason Manor. Petitioned city
and state officials to clarify and strengthen city Ethics Code
and Missouri Sunshine Laws, particularly related to use of consultants
by public entities. She is also involved as a Parkway PTO member,
Bellerive, NE Middle and North High. |
