Capital Improvement Program (CIP) What’s a Capital Improvement Program? Each CIP covers a five-year period and is updated annually. Public input is an integral part of the planning process for each CIP. City staff spends six months gathering information, ascertaining public input and prioritizing projects in preparation for each CIP. Once staff prepares the draft CIP, the Planning and Zoning Commission and Finance Committee review the plan and forward recommendations to the City Council. The City Council reviews the plan, holds a public hearing and ultimately decides on the CIP’s adoption. CIP Goals
CIP Criteria A special set of criteria has been identified to assist in assessing and prioritizing CIP projects. The criteria includes the following: Public Safety
CIP Annual ReviewThe plan is a living document and is subject to change. As a result, each year the Planning and Zoning Commission reviews the current CIP. The P&Z Commission reviews each project and forwards its recommendations for any changes to the City Council. The City Council reviews any proposed changes, seeks public input via a public hearing and then votes on the proposed changes. Any adopted changes are then integrated into the current CIP.
