Comprehensive Plan

The Creve Coeur Planning & Zoning Commission adopted the Creve Coeur Comprehensive Plan April 1, 2002. During the meeting Planning & Zoning Commission Chairman Mr. Richard Meyer said, “The adoption of the comprehensive plan represents the culmination of two years of hard work and dedication on the part of many individuals. This commission is grateful for the assistance and input we’ve received from so many throughout the planning process, including the comprehensive plan advisory committee, Creve Coeur residents, the business community, and city staff."

Balancing the city’s commitment to preserving its high quality residential neighborhoods with the city’s efforts to encourage high quality commercial development that supports and complements its residential base was a key aspect of the planning process.

Deciding just how to reach this balance was the cause of much discussion and, at times, some conflict, during the planning process. Planning & Zoning Commission Member, Linda Sher, reminded those in attendance at the April 1, 2002 meeting that “The plan is intended to guide the city in the steps it takes in the future to preserve and improve quality of life for its residents and businesses, not to dictate policy.”

Within its Implementation Recommendations section, the comprehensive plan directs the commission to conduct an ongoing, cyclical review of the plan in order to address new issues as they arise, either through community concerns or due to new development issues within the city. This approach, combined with the Commission’s comprehensive review of the plan every five years, will help ensure that the Creve Coeur Comprehensive Plan is a “living” document. It should instill confidence in both residents and the business community that the Plan provides a solid, yet flexible foundation for guiding the city’s land use decisions today, and in the years to come.
