In 2002, the City of Creve Coeur received a request from area property owners to consider supporting the creation of a Transportation Development District (TDD) along Olive Boulevard within the city's Central Business District (CBD). The purpose of the TDD is to drive economic development in the city's CBD through an investment of approximately $5 million in transportation related improvements.
The Creve Coeur City Council adopted Resolution No. 541 approving the TDD concept in July 2003. Following eight months of additional planning and intensive public involvement, the Creve Coeur City Council approved the Olive Boulevard TDD in March 2004.
The district was established under the terms of the Transportation Development District Agreement
. The agreement provides the framework for the governance of the district, requirements of the Developer, scope of work, financing and other aspects relating to the TDD.
