Cross Homes and Associates, Inc., initially proposed to dispense with the approved duplex subdivision and applied for a rezoning to “PRD” Planned Residential Development. The plan included 11 new houses, plus the existing duplex units and detention basin. It did not include the one original house from the old Ladue Court Subdivision. After considering a variety of factors, including the difficulty of expanding the capabilities of the existing detention basin, Cross Homes submitted a revised site plan showing only eight new houses, along with the existing duplex. This returns the project to the same density as the existing RDD approval. Given that they are no longer increasing density and the RDD ordinance (Ordinance #3014, “The Villas at Ladue Court”) did not establish any other standards than those indicated on the plat, the applicant needed only request a boundary adjustment to the existing plat from the Planning Commission; no City Council review was required. It should be pointed out, however, that they chose to better define their setback provisions as follows:
- 20-foot front
- 30-foot rear
- 15-foot side
The area of the subdivision is 5.12 acres and the gross density is 1.95 units/acre, where the “B” Single-family district allows 2.178 units/acre. The lot sizes range from 15,008 to 22,495 square feet where the minimum lot area in a typical “B” subdivision is 20,000 square feet.
The boundary adjustment plat was approved by the Planning and Zoning Commission on July 6, 2010. Once the plat has been recorded with St. Louis County, they will be able to secure building permits for the single-family detached houses.
