City Solicits Vendors to Implement Photo Enforcement

CREVE COEUR - In its next step to implement a red light photo enforcement program, the city is soliciting sealed bids from vendors to install a turn-key system.

On June 12, the Creve Coeur City Council approved using photo enforcement technology in an effort to reduce traffic collisions, encourage voluntary compliance with traffic laws, and create a safer street environment.

Expected to be operational next March, the initial program is expected to consist of digital cameras and digital video installed at up to six intersections to record and capture images of vehicles running red lights.

Year in and year out, the City of Creve Coeur ranks among the highest for communities having accidents and injury related accidents. Many of those accidents occur at the city’s signalized intersections. Nationwide and internationally, statistics have shown that photo enforcement at signalized intersections increases motorist compliance, thereby reducing the number of red light violations, reducing motor vehicle collisions and injuries needlessly suffered by the motoring public. The photo enforcement system works by photographing a vehicle violating an electric signal. The photo shows the light being red, the vehicle in the intersection, and the license plate of the vehicle. A police officer reviews all of the evidence and decides if a violation occurred.

A proposal package with instructions can be obtained by qualified vendors by contacting Lt. Wm. Funkhouser at 314-442-2076 or wfunkhouser@ci.creve-coeur.mo.us. You can also view the document at http://www.creve-coeur.org/bids/PhotoEnforcement.pdf. Proposals will be received until 5 p.m. on Friday, October 20.
