The meeting was called to order by Mr. Saunders at 6:28 p.m. and roll was taken. 

 

I.                     Approval of Minutes:

Review summary of the Tuesday, December 10, 2002 meeting.  Mr. Saunders requested the committee to review the minutes.  Lt. Eidman had a modification to item a) Discuss Traffic Calming Request, under II. New Business.  The minutes had read ”Lt. Eidman stated that the Police Department has done several traffic counts there and speed and volume are very low on Hibler Road.  He will forward a copy of the results to the Council.  The corrected sentence reads “Lt. Eidman stated that the Police Department had done several traffic counts.  A new survey will be done to determine the speed and volume on Hibler Road”.  Mr. Madden motioned to accept the minutes with this correction; Mr. Surgant seconded the motion and the motion passed unanimously.

 

 

II.        DISCUSS NEW BUSINESS:

A)                  “Lunchtime” shuttle service information

Mr. Saunders requested that this item be deferred until the February 25, 2003 meeting.  The Chamber of Commerce representative(s) were unable to attend the meeting.

 

B)                 Discuss Chasselle one-way plan

Lt. Eidman explained that the Mason/Ladue intersection project contract is for twenty working days.  The project should be completed in late April, early May.  Chief Beardslee explained that the memorandum that was distributed to the Council in December stated that the construction schedule should be considered when making a decision on whether to implement the one way plan.  With the construction improvements to the Mason /Ladue Road intersection, unforeseen traffic issues could arise. By changing Chasselle to one way between the roundabouts, in combination with the improvements previously mentioned, the traffic congestion implications are unknown.  Mr. Saunders stated that if the majority of the traffic is presumably during rush hour, which are restricted times of access to Chasselle anyway, why would the limited amount of construction traffic cause significant traffic problems.  Mr. Surgant suggested a compromise.  The one way could be implemented in March. Discussion followed describing that by implementing these improvements in March, we are less likely to encounter snow.  Also, it was suggested that the Police Department obtain traffic data on Chasselle in mid February to determine how the construction at Ladue/Mason is affecting the subdivision.  Mr. Madden made a motion to execute the one way on Chasselle commencing March 1, 2003.  Mr. Surgant seconded and motion and the motion passed unanimously.     

 

C)                Discussion of the Westminster stop sign and traffic control (including the review of prior staff report)

Chief Beardslee advised of the Council’s request to have the Traffic Committee review the situation. He then gave an overview of the complaints, research and alternatives considered prior to and since installation of the Westminster School Stop Signs. He explained that the installation of the stop signs was to mitigate a traffic volume issue that was a safety concern. He advised that speed compliance was not an issue. The school wanted an electric traffic signal. The Chief advised that the only alternative supported by objective criteria and the guidebook for traffic practices was installation of stop signs. Mr. Madden explained that the stop signs are operating well.  The benefits of the signs outweigh the limited inconvenience.  A motion was made by Mr. Surgant to keep the stop signs in place and to consider modifying the time of sign operation as indicated in a recent memo from the Chief.  Mr. Haddenhorst seconded the motion and the motion passed unanimously.

 

D)                Discuss possible locations/areas/intersections to apply traffic generation assessments (TGA’s)

Mr. Schwer explained that St. Louis County has current standards that require owners that build in designated areas to contribute a traffic impact fee to help pay for public infrastructure improvements.  An explanation of the details of a traffic impact fee was distributed to the members.  Mr. Schwer explained that the Planning and Zoning Commission requested input from the traffic Committee regarding the policy itself, as well as, possible Creve Coeur intersections that could benefit from such fees.  Mr. Haddenhorst described that this could be an undue hardship for new businesses.  This type of fee could contribute to increased vacancies.  The Committee would like to review information on this subject that relates to cities that are comparable to Creve Coeur and have executed this program.  Also, the Committee would like a representative of the Planning & Zoning Department to attend the February 25, 2003 meeting to discuss this proposal in more detail.    

 

 

E)                 Discuss traffic calming requests
