DISCUSS NEW BUSINESS:
A. Discuss Traffic Calming Requests
Lt.
Eidman stated there were no new requests to discuss.
Lt.
Eidman gave a brief update on

Overall
the one way restriction is working, and is helping to reduce speeding in the
subdivision.
He
added that the construction at Mason/Ladue might be affecting the counts but
there is no way to determine how much.
The only change to the area that he suggested is to add a regular
one-way arrow.
He
explained to the committee that there is a grant called STEP Grant (State
Traffic Enforcement Program) that contributes funding for officers to work May
19 through June 1 to increase seat belt usage.
This will be used to help fund the placement of patrol officers in the
Bell Coeur area for two weeks.
Lt.
Eidman also attended the Belle Coeur subdivision meeting and the residents feel
the traffic has reduced considerably.
Mr.
Saunders asked Mr. Schwer when the Mason/Ladue intersection will be completely
finished and that
Mr.
Schwer told the committee that the Spoede/Ladue project is completed except for
some restoration issues.
APPROVAL OF MINUTES

locations/areas/intersections to apply Traffic Generation Assessments (TGA’s)
Mr.
Brandmeyer explained to the committee again that the P&Z commission needs the
Traffic committee to recommend potential TGA districts and the related traffic
problems associated with new development.
He stated that he understands there are some reservations about this
program but that it will proceed.
Mr.
Brandmeyer explained that St. Louis County Traffic Assessment’s are charged to
new developments by parking space or by square footage, placed in a trust fund
and used at a later date for improvements.
These improvements can be combined with state and federal projects and
shows just how committed the municipality is at addressing traffic problems.
Mr.
Saunders asked about the parameters and Mr. Brandmeyer stated there is no set
standard as of yet. He suggested to the
committee that most of the problem areas would be along the Olive business
corridor and that they may want to start there with the district determination.
Mr.
Saunders asked Mr. Brandmeyer about other areas that need to be considered such
as Lindbergh. Mr. Brandmeyer reviewed
with the committee a few areas he felt should be considered. Discussion followed regarding residential
developments and Mr. Brandmeyer told the committee we have only three
significant residential areas but they are not large enough to consider for TGA. He asked the committee to focus on commercial
developments.
The
committee asked about properties that are rezoned later that could then fall
under this program. Mr. Saunders asked
whether the easements or other concessions allowed the city were favorable for
a particular development if the fees could be returned or negotiated lower. He was informed by Mr. Brandmeyer that they
could be.
Mr.
Greider suggested P&Z to impose a general assessment rather than setting
districts so as not to scare developers into going somewhere else to build.
Mr.
Fred Lohmann asked if
Mr. Saunders asked what the procedure would be for a development on Olive. Would we charge the developer for what is a state project? Mr. Brandmeyer answered, yes. If the city is prepared with funding and solicits the state for help, it speeds up the process. The state sees that the city can afford to and is committed to addressing these traffic issues.
Mr. Fred Lohmann asked about dealing
with contiguous communities that have development close to us. Mr. Brandmeyer stated that
Mr. Saunders asked Mr. Schwer and Mr. Brandmeyer what is the best way to start. Mr. Schwer suggested staff creating a map with proposed TGA districts for discussion at the next meeting. The map could include zoning information, traffic data and property information.
Mr. Fred Lohmann asked about a project like the new Walgreen’s. Mr. Brandmeyer stated this plan has already been applied by P&Z as these projects come up.
Lt. Eidman explained that the developer will put in a new street entrance and a new light but, in a few years from now the traffic may increase more improvements may be necessary.
Mr. Saunders requested the committee to accept P&Z’s request to create traffic districts. The committee agreed unanimously.
Mr. Fred Lohmann motioned for staff to create an overlay on the map with proposed TGA districts and zoning information, to be presented at the next traffic meeting for development. Mr. Greider seconded the motion and it passed unanimously.
Mr. Brandmeyer and Mr. Schwer will prepare the map for the next meeting.

SCHEDULE
NEXT REGULAR MEETING
The
regular meeting scheduled for May 27, is canceled due to the council meeting
held that night. It is rescheduled for Tuesday,
June 3, 2003.
