I.                   CALL MEETING TO ORDER:  Mr. Saunders called the meeting to order at 6:05 p.m.

Mr. Saunders explained to the committee and guests that there will not be a public comment portion to the meeting but, that the guests are welcome to stay and listen to the meeting.

 

Mr. Saunders requested the committee to approve the minutes from the June 3, 2003 meeting with minor changes.  The committee unanimously approved the minutes.

 

II.                DISCUSS OLD BUSINESS:

Mr. Saunders stated that the Chief would give a brief presentation similar to what was presented at the Belle Coeur Subdivision Meeting held last night, Tuesday, June 17, 2003.

 

Chief Beardslee gave a presentation at the subdivision meeting.  He gave the committee a copy of the handout he prepared for the meeting, copy attached.  Chief Beardslee explained that the traffic volume has apparently transferred from Chasselle Lane to the Clion (3C loop), at a rate of virtually 100%; and that approximately 50% of all traffic is believed to be non-resident cut-through motorists. See Attachments #2 and #3.

 

Referring to Attachment #11, Chief Beardslee stated that if the Traffic Calming Qualification Formula were re-applied today, Chasselle today would be below the 4 point threshold. However,  police presence has probably been the biggest key. The Chief then stated that if the formula were applied to the subdivision as a whole, the qualification points would have been even higher than just for Chasselle. Applied today, the subdivision as a whole still far exceeds the 4-point threshold. Refer to Attachment #12.

 


Chief Beardslee has not been asked to give a recommendation to the Council, but the numbers suggest that traffic calming is needed in the subdivision.  So to do nothing will send us backwards.  Chief Beardslee referred the committee to Attachment #13 listing alternatives and possible solutions to the problem.

 

Mr. Saunders requested Mr. Greider to give the committee an overview of the discussion at the Belle Coeur Subdivision meeting he attended as a committee representative last night, Tuesday, June 17, 2003.

 

Mr. Greider explained that 100% of the residents that attended the meeting want the one-way restriction removed.  He explained that 100% of the residents that attended the meeting would not want a modified one-way restriction (i.e. extending the one-way all the way to Ladue).  100% of the residents that attended the meeting want a gated entrance at one end of Chasselle that only allows emergency vehicles and residents of Belle Coeur subdivision ingress and egress, while keeping the road publicly maintained.  Furthermore, 34 of 35 households represented at the meeting want a gate at Mason that allows Belle Coeur residents and emergency vehicles access, while keeping the road publicly maintained.  Lastly, 21 of 35 residents want a barrier of any kind at one end of Chasselle, while keeping the road publicly maintained.

 

Mr. Greider made the motion that the one-way restriction be eliminated because of its lack of effectiveness.  Mr. Madden seconded the motion and the motion passed unanimously.

 

Mr. Greider made a motion to have a gate installed at Mason and Chasselle that allows access to only the residents of Belle Coeur and emergency vehicles.  Additionally, Mr. Greider stated that the Traffic Committee understands that there is 100% support of the households attending the subdivision meeting for a gated closure at one end of the Belle Coeur Subdivision with access to residents only, and that all but one household preferred that Mason Road be the end that is closed, and if this recommendation is rejected by City Council that something still must be done to relieve this subdivision.

 

Mr. Fred Lohmann seconded the motion.  Mr. Loren Lohman voted no.  The motion passed.

 

III.             SCHEDULE NEXT REGULAR MEETING

The committee agreed to cancel the June 24 meeting and changed the tentative July 29 meeting.  The next regular meeting was scheduled for July 22, 2003.    

 

IV.              ADJOURNMENTS

Mr. Saunders made a motion to adjourn.  Mr. Madden seconded the motion and it passed unanimously.  Mr. Saunders adjourned the meeting at 6:50 p.m.
